Yellow River Water Resources Unified Control Management Research And Practice

The Yellow River is the main water resources for northern China and playing a water-supply role for 12% population, 15% infield of the whole country, more than 50 macro-middile cities and water-tranfer for some far districts out of the river basin. But the supply and requirment contradition of water resources in the Yellow River basin has been pricking up since 1970, and zero-flow came out frequently. Especially zero-flow happened almost every year in 1990s. The complexion of zero-flow of the Yellow River has aroused the high attention of the Central Government, the State Council and all levels of society. In order to mitigate the supply and requirment contradition of water resources and the situation of serious zero-flow in the Yellow River basin, aproved by the State Council in December of 1998, 《The Regulation Management Method of the Yellow River Water Quantity》 was put into use by the former State Planning Commission and the Ministry of Water Resources. The Yellow River Conservancy Commission was authorized to regulate the Yellow River water quantity unitedly since March 1^st 1999.Since 1999, zero-flow has not happened in the Yellow River for 8 years by careful organization and scientific regulation with synthetic measures such as administration, project, science, law, economy and so on. By years of study and practice, synthetic managenment system has been set up preliminarily, the trency of exceeding the water-use plan has been contained basically, the ecology-environment of the basin especially of the Yellow River delta has been improved in some degree, the construction of water-save society has also been promoted, which has supported the sustainable development of the economy and society for the basin and relative districts.Because of week infrastructure, absent of data, out-of-date decision-making means and late united regulation of Yellow River water quantity, there are so many difficulties for the united regulation and management of Yellow River water quantity. At present, the techonological measures for the regulation of Yellow River water quantity are lagged, and the scientific and perfect regulation system hasn't formed. The degree of automatization of the regulation of Yellow River water quantity is still lower, regulation scheme need to be calculated mainly by manual work, the decision-making support system for the regulation of the Yellow River water quantity hasn't built up combined by the information-collection, scheme-makeing automatically, the operation situation watched and controlled in a long distance, operation dealed with automatically, regulation management and decision-making support. It is lack of necessary sustainable environment of soft and hardwares and some softs such as real-time data receiving, operation dealed with, synthetic surveilance, regulation forecasting, scheme making and management etc. There is no a regulation model for the regulation of Yellow River quantity by now, the important regulation has to be made only according to experiences to affect the science of decision-making of the regulation of Yellow River quantity.In order to solve the problems above to improve the management and regulation level of Yellow River water resources to support the sustainable development of the economy and society for the basin, wei buildt the regulation system of Yellow River water.
