With the continuous improvement of science and technology, a large number of statistical methods are used in the field of sampling inspection, which forms scientific methods of statistical sampling inspection. In recent years, with economic development, the applications of statistical sampling inspection are also used increasingly in the field of bulk material sampling inspection year by year. To this end, the new national standard GB/T 22555-2010 Acceptance sampling plans and procedures for the inspection of bulk materials was issued on September 2, 2010. However, the theories of acceptance sampling of bulk materials are still researched insufficiently at present in China and the applications of GB/T 22555-2010 are almost in the blank. Therefore, further research on acceptance sampling plans for the inspection of bulk materials has great practical significance.The status of the bulk material sampling inspection at home and abroad is discussed here. The basic theory of sampling inspection is introduced. On the basis of these, the characteristics of the bulk material sampling are analyzed and the model of the variance of the bulk material sampling inspection is improved. The sampling error is analysed deeply in the staged of bulk material sampling with different sampling methods. The estimated model of sampling variance is given. By combining the variance model, the procedures to obtain sample sizes of the acceptance sampling plans for the inspection of powder materials are designed. On the basis of sample sizes formula, the main factors that influence sample sizes are given. When it is determined acceptability of a lot is even more important than to acquire an accurate estimate of the lot mean, combines with the national standard GB/T 22555-2010 Acceptance sampling plans and procedures for the inspection of bulk materials and designs the powder material acceptance sampling inspection plan. The acceptance sampling inspection plan which takes the content of titanium dioxide as the main indicators of the quality characteristics is designed. The single acceptance sampling plans by variables for the inspection of titanium dioxide is introduced and a comparative analysis of the proposed sampling plan is suggested here. Through comparative studying it is found that the method in this paper is more economical.
