Research On Emergency Management Of Urban Public Transport

Along with the social progress and development, all kinds of transportation modes are developed. Various forms of public transportation, like ocean shipping, land transportation, air transportation and so on, provide people lots of convenience, but at the same time, they also bring about all kinds of traffic accidents, such as subway gas accidents, high-speed rail collision accidents, train rear-end or derailment accidents, bus traffic accidents, the burning and explosion accidents, shipwrecks and so on, which brings threat to the safety of travel and makes people travel with potential dangers.City public traffic, as a kind of public transportation, is an important infrastructure of a city that functions as the first procedure in the productions. The occurrence of various emergent incidents makes management crisis to the enterprise management, and how to deal with of all kinds of unexpected events of city public transport is one of the important contents of city public crisis management. For a public transport enterprise, it is very important to consider how to deal with of all kinds of unexpected events of city public transport and construct a set of effective model for city public emergency disposal.This paper compares and analyzes the emergency disposals in domestic transportation industries based on the characteristics of city public transportation. Through contrast analysis on the emergency disposal modes of other cities, the paper focuses on the current situation and the existing problems of emergency disposal of Chengdu city's public transportation. Taking the crisis management theory as a foundation, with reference to the concepts, aims, contents and procedures of crisis management theory and the principles that crisis management must follow, this paper constructs tentatively a crisis management mode for Chengdu city's public transportation and establishes a basic framework of emergency disposal system for Chengdu city's public transportation.Taking the crisis management theory as the theory support, applying literature research method, data analysis method, case analysis and other methods, this paper analyzes and compares the domestic and foreign traffic emergency response and disposal modes and compares the different traffic emergency disposal modes in China, then takes the construction of Chengdu city's transportation emergency disposal mode as an example to point out that city public transportation emergency response and disposal should take crisis management theory as the guide, establish a permanent emergency administration, set up professional emergency rescue organizations and establish effective emergency rescue plans to ensure effective disposal for emergencies.
