Automatic Generation Control (AGC) is one of the most important ancillary service in the modern power system, which is also playing an important role in maintaining security and stability of power systems. With the "Ancillary Service Management Provisions"(ASMP) made by the State Electricity Regulatory Commission (SERC) is put into practice, the power plants now are able to get merits or compensations according to the quality of AGC service they have provided instead of dispatching for free. Under this background, the way to improve the AGC performances for power plants, the method to dispatch AGC units economically for system operator are two significant issues to be researched on.The thesis firstly analysis the AGC regulation parameters combined with the present ASMP in details, clarifying that improvements of AGC performances is the effective means to increase the compensations of power plants. Then the annual compensation statistics of Beijing-Tianjin-Tangshan Power Grid in2010is used as an example to confirm that the evaluation and assessment methods can both encourage the power plants to provide high quality of AGC service through effective incentive compensation mechanisms and improve the security level of system operation. Secondly, the main factors of AGC regulating performances are discussed from the point of thermal power plants, then the way to improve the individual indicators such as available rate, regulating rate, regulating accuracy and response time are analyzed in details. All those has shown that the power plants should focus on improving the regulating rate and response time while working on enhancing the AGC regulating performance under the background of latest modified ASMP. Also some reinforcements of a power plant belongs to North China Power Dispatching Center has verified the effectiveness of means mentioned above.Considering the situation of scheduling in China, it is inevitable that AGC service market will be the direction of future development. Finally, the basic analysis and calculation model of fixed costs, opportunity costs and costs due to loss of thermal efficiency are discussed, providing the basis for cost pricing of AGC service in the ancillary service market. Then traditional ordering-scheduling model of AGC units and solving methods are compared, a new indicator named performance-price factor is introduced in the thesis. The application of the new indicator in AGC units dispatching has shown it can balance between the regulation needs and costs reasonably.
