The water-turbine governing system is an very important part of hydraulic generator, and the runningstate of this system is related to the safety, reliability and economy of hydropower. So it is a necessaryprocess to inspect and debug the performance of governing system for guaranteeing turbine governorhaving good dynamic and static working state. In practice, it would consume a significant amount ofmanpower and material resources to test the water-turbine performance on the spot, and it would benon-economic and inconvenient, and it might not make the satisfactory result.In this paper, it was emulated by using MATLAB/SIMULINK computer simulation method that theoperating conditions of water turbine governing system. Governing performance was gained by using twomethod, and control effect and relative merits that using this two methods was compared. theenvironmental restrictions were Completely get rid of by using simulation method and the efficiency forAnalysing water-turbine governing system was greatly improved.First, in this paper, water-turbine comprehensive characteristic curve was digitalized by CAD. Then,3d database for water-turbine characteristic date was established. For water-turbine governing system, eachpart of mathematics model was established when the transfer coefficient and the performance parameters ofwater-turbine was solved. In this article, the governing system was emulated by using conventional PIDcontrol method and fuzzy PID method, and the simulation model was established by usingMATLAB/SIMULINK in order to gain their control effect. In content, mainly include the following:(1) That, the comprehensive characteristic curve of water-turbine, was digitalized and thecharacteristic data base, such as: flow and torque, was established using cubic spline interpolation.(2) Each part of water-turbine governing system was analysed. Then the transfer coefficient and therelated indicator of water-turbine was solved for solving each part of the mathematics model.(3) PID controller and Fuzzy running PID controller was designed for emulating water-turbinegoverning system by using MATLAB/SIMULINK in the case of the small wave-motion, and the simulationresult was obtained.In general, both PID controller and fuzzy running controller can meet the performance requirement ofsystem in practical applications. But the moderate effect using the latter method was better then that usingthe former. However, the former would be generally used because of its simpleness and Robustness, andthe latter would be applied more and more extensively because of its excellent performance tuning.
