The Practice Experience Of European Union Spatial Planning Under The Cross-border Cooperation And Their Inspiration To The Pearl River Delta Integration Planning

1999the EU's "European Spatial Development Perspective (ESDP)" was officiallypublished,the new planning concepts of "spatial planning" guide the European planning tothe development focus of era."Spatial Planning" emphasis on the integration of developmentof the regional spatial, planning functions are no longer limited to land use arrangement ofspace, but space management tools that integrate various policies."Spatial planning"concerned two main issues: the integration of sectoral policies and cross-border cooperation,that not only to coordinate the horizontal flat-level departments, but also different verticallevels of government, regional development policy and coordination across administrativeboundaries. In the process of the coordination and integration, it fulls with respect for theindividual and local interests, to maximize the integration and coordination of regionalinterests. The appear of EU "spatial planning" promote a lot of European countries,especially EU member states planning system from the traditional land use planning to spatialplanning system reform. The new concept of spatial planning, cross-border planning practiceest., make a great impact to the field of spatial planning in the world, but also aroused greatinterest of researchers of the Chinese planning.Under the Economic globalization, the city is directly exposed to internationalcompetition; a single city's competition is so weak, urban competition has turned into aregional competition. Pearl River Delta region is also in the context of globalization, whichmakes it not only dealing with the internal planning to enhance local competitiveness, butalso must form a set-the Pearl River Delta City to deal with the challenges and crises. In thepast, to rely solely on the administrative boundary adjustment and administrativeco-ordination to achieve regional development control does not solve the integration problem.Inter-city or cross-border coordination of planning and government departments, policyintegration is necessary and urgent. In fact, the Pearl River Delta region has long beenawareness on this issue, and has worked versions of coordinated planning, but with littlesuccess. Drawing on the European experience in spatial planning, promoting regionalintegration and sustainable development, is worthy of the Pearl River Delta region to explorea new topic. Although aspects of the political system and social environment, the EU and the PRDhave larger differences, but share a common motivation, that is, in the context ofglobalization, enhance regional competitiveness. EU "spatial planning" as a co-ordination andintegration of spatial development, coordination of multi-stakeholder, and practicalexperience to achieve sustainable development in the trend towards globalization, it is worthus to think and explore. Planning and development of globalization and the Pearl River Deltaintegration has certain reference significance.European Experience is a means of research, the ultimate goal of this study is trying toput forward some constructive ideas and opinions through cross-border cooperation andsectoral policies of the EU spatial planning integration experience to draw on the planning ofthe Pearl River Delta integration. Therefore, the main focus of this paper describes fouraspects: First, the substance of the characteristics of European spatial planning; Second, EUspatial planning specific measures; Third, the difference of European spatial planning andPearl River's coordinated planning Delta; finally, how the PRD to learn from Europeanexperience.
