The Spatial Planning Reconstruction Based On Multiple Planning Integration

With the spatial planning evolution, our country's current spatial planning management system on the whole gradually presents the condition of segmentation. Under the background of such mechanism system, spatial planning has become into a situation that various departments all desire to control the space resources. The problem of mismatch among all kinds of spatial plannings has gradually come out, which has become a big problem needed to be solved in no time. Recently, many areas in our country are actively carrying out multiple planning integration. Drawing lessons from some foreign mature spatial planning frameworks and based on that practice guidance, this paper try to rebuild our country's spatial planning system and drawing. And this paper will try its best to make the system suitable for our country's local conditions in order that the new system could provide a scientific reference for the planning and construction in our urban and rural areas.In this paper, the first chapter puts forward the research conditions of multiple planning integration and spatial planning system. Then spatial planning system frameworks in Germany, America and Japan are recommended according to their characteristics. That multiple planning integration is the basis of spatial planning system revolution. Some inchoate practice of multiple planning integration in some big cities has produced some infant effects. And the multiple planning integration that is actively carried out in our country is still in a preliminary exploration stage. We could draw lessons from the mature experiences about spatial planning systems of other countries for our country's revolution of spatial planning system. The second chapter summarizes the status of our spatial planning system through a great number of literatures:We lack of a perfect workable spatial planning system though there are varieties of spatial plannings. In horizontal perspective, our country's spatial planning system has a lot of problems resulting from no joint between or among all kinds of existing spatial plannings. And in vertical perspective, the existing system lacks of upper and lower linkage mechanism. Meanwhile, there are many other problems related with no regulation in legislations or incomplete regulations. The third chapter mainly classify the type of multiple planning integration. The forth chapter forms the fundamentals to rebuild our country's spatial planning system based on so much exploration and our country's local condition and make a new system from the horizontal and vertical angles. Also it makes some rules for the management and laws of this new system. The last chapter presents a discussion and conclusion and points out the innovation in this paper and also shortcomings.
