Cultivated land is the basic resource of agricultural production, and its fertility have a direct impact on sustainable agricultural development and food safety. With the economic and social development, the conflict between cultivated land reduction and population growth have become increasingly prominent. Land quality, food safety, land protection are facing severe challenges due to the increasing physical and anthropogenic factors on the impact of land protection. Moreover, the agricultural management is facing to adjust the structure to meet the multiple requirement of the market for agricultural products, to guarantee the environmental request with high quality and safety production, to apply fertilizer equitably with the increasing of production and the decreasing of the negative impact on the environment.In order to fully understand the status of land quality in our province, rational use and protect the limited arable land resources, the province carried out a lot evaluation of county land resources and accumulating a wealth of spatial data and attribute data from 2006. However, due to technical limitations, the outcome data are lack of unified management where the most of these in county unit are stored in the CD-ROM, removable hard disk or computer. Moreover, management still remains in the general pattern, error-prone, inefficient, difficulty to ensure accuracy, resulting in a huge waste of financial resources of the people in actual practice. Furthermore, it is difficult to share these data and to achieve the expected target due to the lack of more advanced and more scientific methods. How to scientific manage, use land quality data and exploit potentialities of these data's, potential, and how scientific management of land quality data, the use of digital land data for the government's macroeconomic policy to provide a scientific basis for the majority of farmers to provide decision support in order to solve the above problem.This paper, taking Sichuan Province as example, use Supermap IS. Net development platform for the GIS to build a spatial data model of the provincial land quality, combined with Visual Studio 2008 C# development tools and Ajax technology, carrying out the quality of provincial land management information system based on WebGIS. The system is built on the basis of second development of SuperMap Objects controls with science as a guide, the integrated use of soil science, land resource science, computer technology, network technology and database technology, multi-disciplinary knowledge. Base on the land quality of Sichuan Province, system structure and its function and database were designed, while spatial data classification, coding and other processing work were carried out through systems analysis, requirements analysis, feasibility analysis. System consists of spatial data management, spatial data query, spatial statistics and user management, where each module is run independent which enhance the system independence, management and maintenance.This study mainly carried out the following jobs:1. WebGIS technology theory and spatial data management were preliminary studied whereas the frame work of the system were designed based on the application layer, business logic layer and data layer structure model and B/S (Browser/Server) structure.2. Establishing a spatial data storage model and normalized analyzing the land quality of the province, uniform data standards, achieved a SqlServer massive spatial data and attribute database management.3. Based on SuperMpa Is.Net platform for GIS Using Visual Studio 2008 C# as tool with Ajax technology system development, We carried out the data integration, data query, data statistics and user management function, constructs the Internet based management and service platform.Development and application of WebGIS based on the quality of the provincial land management information system played an important role on the full grasp of the quality of cultivated land in Sichuan Province as well as the development of agricultural.
