The shortage of water resource is becoming one of the most serious problem in China, even in the world. The increasing scarcity of water brings enormous harm to food security and the survival of human beings. With the increasing population, and rapid growth economic, the trend of water scarcity is growing in intensity. Because of these reasons, it requires that we must save water in very respect as well as create new water resource as soon as possible.The agricultural irrigation water consumption is very large, accounts for 70% of the total water consumption in the socio-economic, but the utilization rate of agricultural irrigation water is very low, only 0.3-0.5. Pishihang is one of the largest-scale irrigation in China, and the situation of waste water is very popular in this place. The shortage of water resource is becoming seriously, and the conflict is also very prominent in departments and regions. And therefore, it is very necessary to use modern technology to irrigation, reduce the waster of water, improve irrigation water used efficiency, increases the farmers'income, improve competitiveness of agriculture in the irrigation canal place, and then to improve the ecological environment. Now the urgent technology problem we need to solve in the short time is: How to coordinate the timing and distribution of water in the different level of channel? How to reach high flow water distribution in short time? And then how the whole canal system to reduce water loss in the lowest? Basis on the previous research, and consider the real situation of irrigation of Pishihang, will optimize the allocation of irrigation for the canal system in this paper.The details are as following:(1) The model of decomposition and coordination for water allocation system Hangbu River Irrigation District is a complex multi-level irrigation, has the character of multi-dimension, multi-class variable, complex coupling, etc., The objective of irrigation system and the objective of subsystem exist relationship, and also exist checking and constraining each other, these factors impede the global optimization of the system. For a large-scale complex system, it is decomposed by horizontal and vertical, forming a hierarchical structure, the same level in the system do not transfer information, only the upper and lower level transfer information, thus reducing the dimension of the system, good to build the model.(2) Trunk canal groups'water allocation optimization model.In the meeting of these constraint conditions, wheel, water quantity, and water balance, build the trunk canal groups'water allocation optimization math model base on the lowest water loss.(3) Based on these conditions to build model: Build optimization model, the total water flow of dry canals is almost same as the designed flow, the time of allocation water is short, and the loss of all irrigation is lowest. Use this model to optimize the trunk canal groups'water allocation flow and time.(4) Use the model of adaptive genetic algorithm to optimal the solution.There are many constraints condition in this model, and also exist optimization problems of large search space, so adaptive genetic algorithm has strong robustness, high search, and thus adopt this method to solve this model.
