With the development of the society and economic, the development projects has become an inevitable trend in the development of society, the disturbance of human activities on resources and environment becomes more and more serious. It will be certainly disturb the ground surface and destroy the vegetation when developing and constructing, then produced wasted earth and slag caused the human soil and water loss. Artificial soil and water loss are increasing, which has become the main factors of intensifying the soil and water loss. This part of soil and water loss has characteristics, such as:large amount,sudden strong harm and against the big. If we don't try to do scientific and effective management, then, the harm of the future more than the benefit of now. Consequently, it is particularly important that the prediction and prevention of soil and water loss of development projects.The paper reviewed the methods and means of soil and water loss of development projects at home and abroad at present, analyzed the shortcomings and insufficiency of the already research, and took the development project of medicine automation technology development base sorting medicine of Kyushu of Shandong province, used the achievement of scientific research of water conservancy science research institute in Shandong province———change and runoff coefficient method, predicted surface runoff and soil loss, etc, at the same time, designed corresponding and reasonable preventive measures. Providing the reference for the reasonable layout of forecast of soil and water loss and water conservation measures of local development projects, promoting the local protection and construction of ecological environment with economic development to be coordinate, providing important basis for making the conservation program of soil and water.In this paper, the major results were summarized as follows:(1) According to the practical experience and analysis of the statistical data and calculated the annual surface runoff is4800m3. In present situation project area is2.8hm2, the annual average total of soil loss is32.62t.(2) The forecast of disturbed surface area of the project is2.8hm2; the damaged facilities area of water and soil conservation is2.8hm2; during the construction period, average annual surface runoff is3800m3;in the period of construction, the project did not produce abandoned soil,abandoned slag, produced the quantity of temporary and construction waste about21300t; the soil loss of disturbed surface mainly focus on the construction of main body of the construction period, the disturbed surface of construction period of the project may produce140.56t, compared with the period of current situation of the year, the new disturbance surface of soil loss is110.93t; In the period of construction, the temporary produced loss is1065t, in the period of construction, the total amount of new soil loss if1175.93t.(3) After the completion of the project, the average annual surface runoff is14400m3, compared with the years of before the runoff increased9600m3, one year after the completion of the operation of the project, the soil loss is6.32t.(4) Because the disturbance of human activities in the strength of the ground is very big, so the soil erosion caused in the construction period is most serious. According to the characteristics of soil and water loss of project, the paper takes the method of combination of three measures (engineering measures,plant measures, temporary measures), in order to reduce the soil erosion. Engineering measures conclude new roof rainwater accumulation pool,permeable concrete pipe,spread plant grass brick and easy brock permeable floor tile; Plant measures conclude the construction of green space,facade greening,cover dustproof nets of temporary abandon soil area and so on. The implementation of soil and water conservation measures of the project, the available promoted water penetration is6900m3, reduced soil loss is1050t during the period of construction, the benefit of social,ecology and environment is very significant.
