Public music education in colleges and universities is an important content of university students' quality-oriented education, one of the important means of public artistic education and an important way to promote aesthetic feelings of every college student. With the development of music education theory, music education is facing new requirements and the humanity attribute of music discipline has got more attention so as to integrate and develop the field of music teaching. In the basic and professional music education, the content of music and relevant culture has been attracted more and more attention. Today higher education in our country develops rapidly and the audiences of higher education become wider, so the unique role of music in the individual complete development is on its way to gaining recognition. All these demand music become the carrier of culture and the bridge of art in public music education in colleges and universities. According to this, this dissertation launches research.With the method of combining theory with practice, starting from the theory research of culture proceeding of public music education in our country and grounding on the educational practice, the dissertation analyzes objectively the present situation of culture proceeding of public music education. By analysis, it is considered that implementing culture proceeding has a positive meaning on public music education. The misunderstandings in culture proceeding are clarified to deepen the understanding and implement effectively in teaching.The last part is conclusion and the focal point of the dissertation. Culture proceeding of public music education in colleges and universities is both necessary and feasible. Its implementing is a systematic project and needs full co-operation to make culture proceeding more scientific, reasonable and effective and play its role and value in public music education. Specifically, implementing culture proceeding should start from: first, determining the appropriate teaching ideas. In teaching, music is really core and culture proceeding is only teaching aids and not the teaching goal. Furthermore, combining with other discipline reasonably to promote the teaching effect and sticking to aesthetics principles of music teaching. Second, constructing reasonable curriculum to provide a good support for culture proceeding. Independent discipline for culture proceeding of music should be set up and the curriculum be arranged comprehensively. Culture proceeding of music class also depends on rich teaching content. Its implementing ways include: compiling relevant textbooks, effectively utilizing resource of network and developing software to put into effect culture proceeding with high-tech means, devoting time and energy in updating knowledge structure of teachers and providing multi-channel training for teachers to build high quality teaching staff. The content of last section is to strengthen artistic practice. The aim of artistic practice must be clear and scientific approach to management should be taken to get good effects.Implementing culture proceeding in public music education in colleges and universities accords with the aim of training. The aim of musical education to student of college whose major is unmusical is to learn culture content such as aesthetic habits,inner feelings,values,custom,social experience and lifestyles of the nation and other nation, to feel the art style of different nation in the world to enhance understanding and devotion of culture and recognize the richness and diversity of the world. If public music education succeeds in these goals, the contribution to training qualified people of new age for our country can make.
