The Research Of Public Cultural Service Of Diqing Tibetan Autonomous Prefecture

Public cultural service system is a component part of government public service system. From the 90s last century, the problem of "culture right" is increasingly paid attention and attached importance to. In the 16th party congress, the state defined the importance of developing the cultural undertakings and the cultural industry, and put forward "to actively develop the cultural undertakings and the cultural industry, to increase the government input to the cultural undertakings, and to progressively form a relatively complete public cultural service system which covers the whole society" in the Suggestions on Formulating the 11th Five-year Program of National Economy and the Social Development by the Central Committee of the Communist Party of China. To construct the public cultural service system becomes an important task in the culture construction of our country. In the progress of construction the public cultural service system of our country, how minority nationality regions enhance the ability to provide the cultural products and services, construct scientific and reasonable public service system, and how these regions to realize, maintain and develop the basic cultural rights and benefits of minority people are related to the development of minority regions, the overall situation of socialism with Chinese characteristics and the realization of the target of building a well-off society in an all-round way.Diqing Tibetan Autonomous Prefecture of Yunnan Province is one part of five provinces with Tibetan area of the whole country, to reinforce its construction of public cultural service system is not only a necessity of building a public cultural service system covering the whole society, but also an important measure of anti-infiltration and maintenance of the national safety. Researching on the construction of public cultural service system of Diqing Tibetan Autonomous Prefecture, firstly this thesis defines the public cultural service and the relevant concepts based on the documentation of the domestic scholars'researches. Secondly it analyzes the present situation of the public cultural service of Diqing Tibetan Autonomous Prefecture. Thirdly, it concludes the necessity and the goal for Diqing Tibetan Autonomous Prefecture to promote the construction of the public cultural service system. Fourthly, the thesis put forwards the implementing means and concrete measures for Diqing Tibetan Autonomous Prefecture to promote the construction of the public cultural service system. Fifthly, it raises safeguard measures for Diqing Tibetan Autonomous Prefecture to construct the public cultural service system.
