Huskisson,the Finance Minister of UK, reformed of the customs tariff in 1823 ~ 1825.From then on, the British turned to ready to free trade. Parliament repealed the "Corn Laws" because Cobden-led campaign promoted free trade.Free trade became a decisive victory. In 1850~60s of the implementation of a firm Gladstone's free trade policies, Cobden advocated in continental Europe of free trade and influenced of the French movement in free trade field.In 1859, relations between Britain and France have been poor due to the Italian event to be the extent of the war.Cobden would have been to the Paris to persuade the two countries and signed mutual tariff reduction treaty in Britain and France. Napoleon III agreed Cobden whose idealization of the proposal is endorsed, but the French industrial leaders and their allies in the government did not agree a free trade . Cobden eventually across the English Strait in a strong opposition developed around the Anglo-French Treaty of Commerce 1860.The two countries have done a cut import tariffs. The treaty was witnessed the widespread use of MFN clauses. MFN provisions in the rise of the 1860s set off across the continent tariff "disarmament" of the wave.The Anglo-French Treaty of Commerce of 1860 obtained that the Cobden doctrine was implemented by promoting free trade and peace could be achieved. The UK was becoming the "liberal empire".The industrial revolution turned the perfect pair of free trade and the national flag was flying on five continents. France accelerated and completed the industrial revolution.In iron ,steel industry, the cotton spinning industry, linen industry, the silk industry and the liquor, they achieved a modern transformation. Italy, Switzerland Norway, Spain, Austria and the Hanseatic cities were to the trend of free trade. Cobden Treaty Network of Western Europe began a 20-year-long free trade era.
