Since modern times, there have being technology progress, economical development, material growth and wealthy of human society. However, behind the prosperity in the community, the global ecological environment is deteriorating, particularly the water crisis has become a potential threat to the continuation and existence of human.In China, the contradiction between people and water has never been so intense over the history of civilization for thousands of years. Due to the significant changes of economic basis in social transition, a serious lack of ethical and moral system in environment, there is regardless of "good and evil" when people get along with water. some serious problems related to water have been occurring such as floods, drought, soil erosion and water pollution due to some man-made causes such as sewage disposal, disorderly development and inefficient use of water resource as well as destruction of vegetation. As a result, the contradictions between people and water are becoming more and more prominent, the relationship between human and water are becoming more and more concerned. "If we do not conserve water, protect water resources, the last drop of water we see will be your tears" This is the insight call to the whole society. Owing a five thousand years of civilization, the Chinese, especially Chinese civilization in Qin, philosophers thought has already included the initial use and protection of water resources of water ethics, giving a far-reaching impact on future generations.Water ethics theory in Qin Dynasty is an important resource for Chinese water ethics. Excavating and studying the value of water have an important meaning for the healthy development of water ethics in China.Based on the original literature study and the study of contemporary research, the thesis will give a deep study of water ethics during the Qin Dynasty in China. Taking a perspective of water ethical theory, the thesis arranges the formation and development of water ethical theory in Qin Dynasty. Then the thesis concludes the main features on the basis of the contents of water ethics of Confucianism, Taoism, School, Legalism, namely, the combination of morality and human nature, political water ethics, spiritual values attached to the water and the Salvation Ambitious Water View. Where the water is free and full of power because of their natures are widely used in metaphor, metaphorical, Yu Tak, Yu Road, and is regarded as a symbol of ideal personality. Water not only raise the human, and became a symbol of morality to guide the people make the correct choice in dealing with the relationship between people and water. Finally, the thesis analyzes the important meaning of water ethical theory in Qin Dynasty to modern life in hoping of helping people understand and heritage Chinese civilization comprehensively, establish correct concept of using water resources and construct a harmonious society of water and human.
