Water resources are precious wealth given to human beings in nature, and are irreplaceable resource assets for biological survival and material production. With the development of the global economy and society and the evolution of natural conditions, the problem of water resources is becoming increasingly severe, forcing the management of water resources into a new stage.Constructing a water ethics of harmonious human and water is an important theoretical premise to solve the global water resources problem.By translating the series of "Water and Ethics" and actively studying the research results of western academic circles,it is of great significance to construct the value system of water ethics in China.I undertook the translation task of Chapter 11 in this book. After a brief historical introduction, this chapter discusses the institutional aspects of ethical issues in freshwater management and compares the positions of some European countries on water rights and institutional structures. This translation practice report is based on the core translation teleology of German functionalist translation theory, and analyzes the translation strategies used in combination with the characteristics of academic texts. It also confirms the rationality of teleological translation of academic texts. Finally,I hope that this report will contribute to the future translation of water ethics.
