Research On The Reconstruction Of Hadawan Old Industrial Area In Jilin City

China has established many old industrial bases during the periods of First Five-Year Plan, SecondFive-Year Plan and Three-Line Construction. These old industrial bases have made greatcontributions to the economic development of New China. However, with the change of social,economical and cultural circumstances, especially after the reform and opening up policy, manyold industrial areas have experienced a continuous recession: physical conditions such as buildingsand transportation infrastructures are deteriorating, regional economic is declining, and manyserious social problems are emerging. Old industrial areas in cities are defined as the spatialcarrier of a city's industry, which is an industry group including many industrial enterprises wherethe problems of old industrial bases are most serious. Therefore, the reconstruction of oldindustrial areas is a crucial part of the revitalization of old industrial bases. Ever since theNortheast Revitalization Strategy in2003, China has done much work on this subject and plentyof experience has been accumulated. However, regarding the reconstruction pattern, a lack oftheoretical research still exists. Based on elaborate research on the reconstruction pattern andpotential of old industrial areas, this paper, taking Hadawan old industrial area in Jilin City as anexample, analyzed the whole Reconstruction process including spatial restructure of industry,protection of industry heritage, shantytown rebuilding and fund raising. It is hoped that thisresearch can shed some light on the reconstruction and redevelopment projects of old industrialareas in this country. The main contents include the following aspects.1. Based on elaborate and comprehensive literature review, this paper c ombed the theories relatedto the reconstruction of old industrial areas, such as urban renewal theory, urban regenerationtheory and sustainable development theory. After that, through the perspective of economicrevitalization, three typical reconstruction patterns of old industrial areas were summarized.2. On the basis of massive historical literature and materials, the process of the form, growth andrecession of Hadawan old industrial area in Jilin City were analyzed, and the internal causes of itsrecession were investigated. It is concluded that a combination of both systematic factors,structural factors and market factors have caused the recession Hadawan industrial area.3. Three different spatial development models were established, which were environmental improvement-oriented development model, economic revitalization-oriented development modeland social progress-oriented development model respectively. Based on comprehensive analysison the social, economic and environmental benefits of these three models, it is concluded that theeconomic revitalization-oriented development model is the most appropriate development modelfor Hadawan industrial area.4. The possible approaches for the function promotion of Hadawan industrial area were discussed.It is suggested that the regional function be enhanced from three aspects: economic function,residence function and cultural function.5. The guarantee mechanism during the reconstruction process of Hadawan old industrial area wasinvestigated, consisting of partnership, capital guarantee and social insurance.
