Study On The Talent Demand Forecast Of Cultural And Creative Industry In Heilongjiang Province In "the Twelfth Five-Year-Plan"

At the moment, cultural and creative industry has become the mainstream of the global economy. At the beginning of"the Twelfth Five-Year-Plan", the Chinese cultural and creative industry is thriving all over the country. Although the definitions have been given in many different ways, no research on the talent demand forecast of cultural and creative industry in Heilongjiang province has been done. Therefore, there is no theoretical frame for developing and educating talents of cultural and creative industry in Heilongjiang province. The application of the talent demand forecast of cultural and creative industry is the premise of the development of human resources. Forecasting the talent demand forecast of cultural and creative industry is to provide scientific evidence for human resources planning for cultural and creative industry in Heilongjiang province, and to satisfy the needs of economic and social development of Heilongjiang province. Also, the definitions mentioned in this dissertation are explained.By analyzing the cultural and creative industry in Heilongjiang province, the problems are summerized. The environments of cultural and creative industry in Heilongjiang province are listed. The trend of cultural and creative industry in Heilongjiang province is also predicted.The cultural and creative industry talent current situation and talent development current situation of Heilongjiang province are analyzed. It shows some defects and problems, which mainly reflect talent amout shortage and low quality. Talent problems have become the basic reasons which restrict the development of cultural and creative industry in Heilongjiang province. By using gray model and trend extrapolation predicting methods, the talents forecast of cultural and creative industry in Heilongjiang province in"the Twelfth Five-Year-Plan"is made, and by using the combination predicting method, the result of the talents forecast of cultural and creative industry in Heilongjiang province from 2010 to 2015 is calculated. The forecast shows a growth in the talent demand. The growth is related to the economic environment and the needs of talents of cultural and creative industry development. Also, it is determined that the development of the cultural and creative industries will last."The Twelfth Five-Year-Plan"is an important strategic period for the technical development, so the needs of talents will increase and the forecast result is reasonable.The suggestions to develop the talents of cultural and creative industry in Heilongjiang province are given in the end. Developing and educating talents needs the management and supports from government, industries and corporations. It should take place in the process of training, management, building the creative environment, and the positioning of the industries.
