China regards "innovative thinking" and "cultural confidence" as the key words in the government Industrial policy report.Cultural and creative industries have a tremendous impact on the world from concept proposing, policy formulation to practical exploration. On the one hand, the research of cultural and creative industries has shifted from culture itself to the exploration of industrial parks, suggesting that its spatial distribution and spatial tendency has an impact on the development of regional economy. On the other hand, creative industries, which as the represent of knowledge innovation, have become the “new economy” industries of developed countries and regions.By using spatial analysis and empirical method, this paper analyzes two aspects of cultural and creative industry. The first one is the differences of their development in Chinese provinces. The second one is their impact on economic growth.By structuring static and dynamic panels with CCIDI and other indicators, the author draw the conclusions that:(1)The development level of China's cultural and creative industries has been polarized in space for many years, and the characteristics of regional agglomeration are significant. This spatial structure is mainly composed of high-high clustering area and low-low clustering area, and the low-low clustering area is particularly prominent in this structure.Locally, the development of China's cultural and creative industries has significant heterogeneity.Through the direction from east to west, the development of China's cultural and creative industries in the east province is significantly better than that in the west, which also shows an increasing trend from the opposite direction.Through the direction from south to north, the development of China's cultural and creative industries in the middle part is superior to the north and south regions. The trend in the northern region experiences the larger increases than the southern region.(2)The cultural and creative industries have a significant role in promoting economic growth. At the same time, the regional influence is consistent with the spatial agglomeration structure of cultural and creative industries, and the geographical differences in cultural creativity significantly affect economic growth.(3)The regional differences in cultural and creative industries require the government to be able to “adapt to local conditions” in policy formulation.(4)It is necessary to impose strict requirements on the sustainable development of the eco-environment of regional cultural and creative industries, which based on ecological resources and cultural tourism. In other cultural and creative industries,it is necessary to pay more attention to the construction of intellectual property protection institution and systems. The conclusions of this paper provide empirical data for the study of cultural and creative industries, the last part of policy enlightenment can also becoming empirical evidence for the construction of China's cultural and creative industries.
