Cultural anthropology advocates the research of cultural change and cultural diversity. That is to say, in the inheriting and exchange of a certain national culture, any culture has its own inheriting process, which takes in elements of other cultures and enriches itself. As an important part of the national intangible cultural heritage and the first intangible cultural heritage of the Inner Mongolia Autonomous Region, the Kerchin ethnic costumes embody the spirit of the Mongolian nation. The cultural and art forms shown through the costumes have become a wonderful work in the ethnic costumes of our country. The study object of this article is the inheriting and protection of the Kerchin ethnic costumes, and the first-hand information was gathered from the investigation in Tongliao Region by the author during her post-graduate study in Minzu University of China. Based on the earlier research results, this article gives detailed explanation in the following aspects:the cultural backgrounds of the Mongolian ethnic costumes in the Kerchin Region, the forms and characteristics of the costumes, the protection and inheriting of the Mongolian culture, and the effects it has on the value of Chinese local education, etc.As peculiar cultural heritage to the Mongolian People in Kerchin Region, the Mongolian ethnic costumes have developed from necessities in everyday life to a brand-new form of art. Nowadays, with the "protection" and "development" policies of the authorities, and the enthusiastic participation of the masses, the traditional cultural and art form exudes the charm of modern art. Besides the above contents, the article also gives some suggestions on the inheriting and protection of the traditional art form, in order to better inherit and develop the intangible cultural heritage.
