Hetao area's strategic position is very important. It is a must-win battleground between nomad's regimes and central dynasties for a longtime. At the beginning of Ming dynasty, the remnant forces of Yuan dynasty is still strong, although made some military victory, but realized that its military forces can't be completely destroyed.So they began to take Mongolian by garrison primarily. In order to defense Mongolian forces'down to the south, Ming dynasty has established a set of complete defense system on the north side, especially on Hetao area. Then the local gradually formed in the nine edge army town whose mainly ability is to defense Mongolia. Zhu Di, Cheng Zu of the Ming dynasty, retreated from Daning and Dongsheng. Hetao area's complete defense system appeared on the loophole.Hetao area directly exposured to Mongolia army.In the Xuan De, Zheng Tong years, they entered into Hetao area gradually, from then on, Hetao area became a invation place in the Ming dynasty.After years of division, Mongolian's unify completed in Jia Jing years, they violated oundary, and became a seriously threats to the northern frontier of the Ming dynasty. Facing the condition of Mongolian's perturbation on boundary, Ceng Xi, Shan Xi governor, proposed recovered Hetao policy in 1546 (the twenty-fifth year of Jiajing emperor).He tried to dispel the powers of Mongolian in Hetao, ordering to reduce the frontier threat from Mongolia. Xia Yan, The cabinet handler, agreed with the strategy of Ceng Xi, and gives his strong support, But, because of the power struggle between XiaYan in and Yan Song, and the death of Xia Yan, the mind was abandoned finally. In Ming Dynasty, Mongolian came from Hetao area into the Ming dynasty mostly. The lost of Hetao and the failure in Jia Jing shows policy mistakes of the Ming dynasty frequently, which brought significant political and military influence.
