At present, the behavior of road transportation administration enforcers has already become the focus that social public deeply concern. This paper applies archival research and case analysis synthetically. It also analyzes the reasons thoroughly that cause these situation mentioned above. There are three reasons:First of all, the personal reason of enforcers, eg. the basic qualities, the enforce idea and the moral cultivation; Secondly, the disadvantage of environmental factors, eg. slow-moving government transformation, value diversification, social professional ethics in a mess; Thirdly, the reason in the professional ethics construct aspect, eg. short for understanding in the professional ethics importance, the professional ethics education deficiency, no long effect mechanism; Combined with the identity of The transportation administration enforcers characteristics,combined with the new requirements from chinese road transportation administration enforcement practice to law enforcement officals,and puts forwards some solutions to solve the problems of transportation administration enforcers:to improve the personnel integrated quality of the transportation administration enforcers for foundation,to strengthen the professional ethical education for method,to construction of vocational ethics culture for way, to perfect the professional ethics legislation for support, to strengthen professional ethics long-term mechanism construction for protection, improve the professional ethics level of transportation administration enforcers, the ability to perform the duties in accordance with the law, the ability of market supervision and the ability of public service in order to service people's livelihood and economic society development. Therefore, this thesis conceives five countermeasures, including to raise threshold on the character, to promote education effectively, take meticulous care of them in culture, rhadamanthine caution on the lawmaking, thorough management in mechanism.
