With the change of the World and the development of Africa itself, Africa has recently been a great attraction to big powers. Because of EU's new moves in Africa in the recent years and the important status of EU in the world, it's significantly meaningful to analyse and study the evolvement of EU's policy toward Africa since the end of Cold War. This paper is going to do research on this topic, trying to divide the evolvement into two periods, and to figure out the changes for each period and the reasons for the changes. In 1990s, political conditionality of good governance, human rights and democratization was added into EU's financial aid to ACP countries, pushing Africa onto a road of economic and political reform. Since the beginning of the 21st century, EU has re-realized the strategical significance of Africa on its table of foreign policy and launched the 2nd EU-Africa summit in 2007, reaching agreement on strengthening EU-African strategic partnership on eight priority areas. Generally speaking, EU policy toward Africa is becoming more flexible, pragmatic and comprehensive, whose inspiration gives us guidance in making China's policy toward Africa.
