Britain is one of earliest countries to supply foreign aid to poor countries, and it also has been the largest donor in the European Union since 2005. In the long time aid practice, Britain's foreign aid has been changed in the form of structure, authorities and assistance ideology. The dominant form of British foreign aid transferred from project aid to programme aid and its emphasis swung from assisting directly productive sectors in favor of education, health and other social sectors; the position of the aid authorities degraded and upgraded because of different party; and the British assistance ideology moved towards to the concern of the political condition of the recipient nation.The author argues that the change of British assistance policy was promoted by three factors: the end of the cold war made the international aid environment changed; the Labor and Conservative Party had different attitude towards foreign aid; the kept evolving assistance ideology.
