The Study On Japan’s Cultural Diplomacy Towards China After The Cold War

Cultural soft power is an important consideration for the international community to comprehensive national strength of a country.At the same time,when the countries develop their foreign strategies, the cultural component are gradually been looked more and more important.Cultural diplomacy has it’s own advantages, with its connotation of "peaceful nature", subtly enhance the soft power of a country, create a good international image.Japan has been attached great importance to cultural diplomacy for a long time. After the end of the Cold War, Japan’s cultural diplomacy is more extensive in the world which played an important role for Japan to improve it’s image and enhance it’s international status and international influence.Since the end of the Cold War, with the continuous improvement of China’s national strength, Japan increasingly attach importance to cultural diplomacy towards China and make China as the main target countries which can be said to spare no effort. Japan’s cultural diplomacy will has subtle influence of Sino-Japanese relations.Japan strengthened economic and cultural exchanges with China through cultural diplomacy and also promote the development of Sino-Japanese friendly relations.However, Japan’s cultural diplomacy also cause some objective impacts on our country. Thus, we should viewed Japan’s cultural diplomacy in this phase dialectically. Analysis of Japan’s post-Cold War cultural diplomacy, on one hand will help us to deepen the understanding of the concept of cultural diplomacy and to improve our emphasis on cultural diplomacy and cultural soft power, to enhance our output of Japan’s ideology and values preventive diplomacy at the same time; on the other hand will help us to learn from Japan’s successful experience of cultural diplomacy to promote Chinese culture to go abroad, and the development of China’s cultural diplomacy in the international arena.In this paper, literature, inductive research, chart analysis method are combined to study the Japan’s cultural diplomacy after Cold War. The thesis consists three parts : introduction, body and conclusion.Introduction briefly present the significance, research status and research methods of the topic.Body part is divided into five chapters:The first chapter introduces the background of Japan’s post-Cold War cultural diplomacy. Then to analyzed it from multiple perspectives of politics, economy and culture and to summarized Japan’s domestic background and international background in two ways.The second chapter study the strategy objectives of Japan’s cultural diplomacy after the Cold War.This stage of the strategic objectives of Japan’s cultural diplomacy summarized as follows: "To improve the image in China through cultural attraction to seek political interests", "Enhance the cultural ’soft power’ through cultural industries to seek economic interests", "Through cultural exports to expand cultural influence ", " Through Values diplomatic contain China’s rise " four parts.The third chapter lists Japan’s various practices in cultural diplomacy after the Cold War and analyzes the characteristics of Japan’s cultural diplomacy.The characteristics of Japan’s cultural diplomacy are diversity, innovation, folk characteristics and the ideology is more intense in this stage.The fourth chapter analyzes the impact of Japan’s cultural diplomacy to China, including the positive impact and the negative one.In this stage, through cultural diplomacy,China and Japan’s relations got eased at some extent;the mutual understanding between the people got deeper; the bilateral economic and trade cooperation got expanded;the bilateral economic development got promote.However, there are some negative effects, such as: endanger the safety of our culture, erode our people’s thought and the bad impact on China’s cultural industry.The fifth chapter presents our response to Japan’s cultural diplomatic.First, we want to promote the culture between two countries with openness and tolerance; Second, to have rational understanding to Japan’s cultural diplomacy to China; Third, to strengthen the construction of socialist ideology and to protect the national cultural safety; Fourth, to improve construction of the theoretical framework and strategic mechanism of cultural diplomacy; Fifth, to comprehensive the development of China’s cultural industry, build cultural soft power; And finally, to attaches importance to the government and civil combining multicultural diplomacy.The conclusion is a summary and conclusion to the article, further emphasizes the significance and importance of the development of cultural diplomacy. In the end prospects for the development of China’s cultural diplomacy will be discussed.In summary, through the analysis of Japan’s cultural diplomacy toward China after the Cold War, we will have a more objective and clear understanding toward Japan’s cultural diplomacy and strategies.China’s development of cultural diplomacy should learn from Japan and combined with its own national conditions, continuous to improve and develop it’s cultural diplomacy mechanism with Chinese characteristics. Thus to make the cultural diplomacy become an important way to create good images of China in the word and the powerful boost power for Chinese civilization to the world.
