Through the survey, William James,the psychology professor of Harvard University,finds that under the circumstances of getting paid in hours,the workers’ ability will be onlyshowed to20%-30if they are not be stimulated. But if they are stimulated in effective waysand their enthusiasm are fully mobilized.It will be showed to80%-90%or more. Practiceproves that the managers, who use the stimulation theory and model that apply to theobjective law and actual situation, will get good incentive effect and improve performance ofthe organization.Encouragement in psychology, referring to inspire people’s motivation for thepsychological processThrough the stimulating in some internal or external, a person will always maintain in astate of excitement.Incentive is the inner motive power which would cause the clear aim tobehavior.The Psychology and economics which are related to two kinds of motivation theory,have provided the rich theoretical basis to organize the research of encouragement work andpractice.The character of policemen’s jobs is difficult and complicated. They need to workactively.while their initiative and creativity of this work can’t be worked without effectiveincentive. Therefore, the incentive of public security management is an important content.However, the current police Incentive mechanism has many shortcomings. For example thefunction of incentive bonus, the evaluation and promoting and so on. Their functions are notso big and can’t truly reflect the policemen’s personnel work.The incentive effect is notobvious.Using the related theory about incentive and combining with the reality of thesituation the police incentive work to construct the proper incentives. It includes the mainincentive system measures, the implementation of the measures and supervision and feedbackpart design. The reform of the system always takes a relatively long period. And theimprovement of the incentive at present for the police is urgent. Aiming at this contradiction, we make the countermeasures of the current police Incentive mechanism plan.The basic framework of this article is divided into four parts: The first part outlined thecontext of the basic theory, that part of the incentive theory of the two broad categories ofpsychology and economics were introduced as the theoretical basis of the article. The secondpart is the analysis and evaluation of the current incentives, the main analysis of theincentives of the current police system measures the problems and the reasons for. The thirdpart of the previous theory and reality on the basis of police incentives to construct ideas,including design principles, the main design of the system, incentives, supervision, andfeedback loops. The fourth part to improve the existing police Motivation Mechanism.
