Henan province is located in plain region, land extension, hollow village phenomenon is very popular,about this research has a strong representing significance. Although, Henan province are engaged in the new rural construction, also put hollow village land consolidation on the important position, but compared with other regions, hollow village management work still lags behind, the contradiction between human and land particularly outstanding.The hollow village formation mechanism and control mode is for the new rural construction,is not only beneficial to revitalize promote ware, rural stock land for construction purposes, execute regulation, garden returning, promote the land circulation and production scale management, improve the land value, promote production development, increase peasants'income;Also help to optimize village space, resource integration, gathered popularity,public facilities, and comprehensively promote the rational allocation of new rural modernization, from radically improve farmers produce life and living environment.The study investigated ollow village status and level of Henan province, found that "hollow village" is formed in land low profits,the old residential design unreasonable, villagers concepts backward, land protection consciousness, and the village construction planning lags behind, the infrastructure lack, related laws and regulations insufficiency urbanization is incomplete, homestead welfare.This paper summarizes four hollow village regulation mode for specific situation, point, in situ exile village regulation, pursuing new, transformation. Based on Haosi and Mingbei the renovation case,found, the village common plains in small scale, dense, most suitable for distribution of exile village and point regulation mode transformation.The paper stands in the scientific development view, with the goal of developing new rural construction, from management, planning, infrastructure construction, establishing a rural financial market and related aspects put forward the corresponding countermeasures.
