Study On The Problem Of "Empty Villages” During The Construction Of The New Countryside And Relative Strategy

In this paper, we got some of the main socio-economic data of "hollow village"-Zhaomiao village, based on m any researches and analyses about construction situations of this village in Wangchenggu county and through issuing questionnaires, field research, data analyzing and othe r methods. Found out th e reasons about the formation of "hollow village"; and put forward the "hollow village" problem countermeasures.The hollow village cu rrent situations: The overall envir onment of the village is poor, the inattentive structure, small scale, and the occupation of cultivated land is large, manly on possessing m any houses for individual person. Particularly, the hollow population is obvious; a variety of out-going farm ers and t he number of farmers lead to hollow village.Reasons for The hollow villag e : Unreasonable layout of the village, irrational land structure lead to low land utiliza tion ratio; Village planning is u nreasonable, resulting in water and sewage pipes in tertwined pollution and anim al breeding pollution and other pollution caused by poor village environment. Higher authorities did not pay enough attention to the "hollow village" ph enomenon. Farmers lack of cultural concept, legal aw areness, and do not cherish the land. Their sense of homestead belonging is not strong.According to the reasons of hollow vill age, put forward som e countermeasures for the developm ent of the village econom y: related department should strengthen publicities in using of various form s to make farmers become "modern farmer" in ideology. Government should change th eir ideas to im prove the quality of management leadership and send more governm ent cadres to some regional "hollow villages" where have better governance in or der to inspect and learn. Combined with the local situation to m ake governance pl anning, and then im plemented. Policies should be made in a gradual and orderly manner; carry on the agricultural structure adjustment to raise farmer income; Land Departments need to increase inspections. Department should firm ly support ideals which can raise the developm ent of agricultural industry on the premise that do not violate som e rules and resist something that can be hurtful to agricultural development.This paper investigates and analyzes the average cultivated land and incom e of some villagers in Zhaomiao Village of in Wangzhixiong county. Research indicates that "Hollow village" problem has becom e a hind rance to rural econom ic development and turn into constraints of happiness, village developments. Therefore, the problems arising from the "hollow village" must be rational and effective solution. In this paper, through a variety of research methods, hope to provide theory reference about "hollow village" governance. And provide theoretical bas is for the relev ant departments.
