Analysis Of Influential Factors Impacting The Performance Of Provincial Government Websites In China

With the deepening of administrative reform, government functions gradually shift to service-oriented, and such type has become the inevitable direction of government agencies. China clearly stated for the first time in 2010 the target for government website building, namely to construct service-oriented government website. In this context, it is of practical significance and practical value to conduct research on the influential factors impacting the performance of provincial government websites in China.This article starts with introduction of such relevant concepts as government websites and government websites performance evaluation, also the research results of domestic and foreign scholars on the influential factors impacting the performance of government websites, which used as a basis for the summary of different factors with influence on government websites performance from the qualitative aspect. These factors are divided into internal construction impact factors and external environment factors. The former including three factors:the importance a government attaches to its government web sites and its administration of them, web development and applications level; the latter including the local economic development levels, human resources quality and level of information industry development.Then analysis and verification is conducted for the two aspects of factors. Given data restrictions, this article focuses on the analysis of internal and external factors from different perspectives. For internal construction, data analysis, comparisons and case study are leveraged to analyze the evaluation results of provincial government website performance, thus to measure the degrees of influence of various factors on provincial government site performance; in the external environment aspect, impact factors from the aforementioned is used as hypothesis, then SPSS statistical software is used for processing of measurement data, so as to verify the hypotheses and to determine impacting factors. In conclusion, rational countermeasures are put forward based on the results of the analysis.
