Administrative Costs Of National Region Of Financial Control Measures

Recent years, the problem of overloaded administrative cost in China, has been attached a wide attention of the society. Especially the administrative cost of the less-developed minority areas, confined by the particularity of its location,economy and social environment, has became a adverse factor to the harmonious development of the local economy and society. Hence an effective controlling measures is needed to control it.In this thesis, firstly I will discuss relevant theories and practices inside and outside the country, by analyzing the experience and defects of the research results of others, to give my own definition of administrative cost, to point out its characteristics and to give the principals to a rational control of it. Then in this thesis, I will analyzing the defects of the census methods of administrative cost and give some reasonable suggestion to it.In the end, I will take HongHe autonomous prefecture as an example to analyzing the particularities of minority areas and its influence to the administrative cost. By analyzing the rationality and irrationally of the administrative cost in the minorities areas, I believe that the high administrative cost in the minority areas is mostly resulted from the high costs of public service of those areas, and because of the under-development of economy and society, the finance burden is bigger, hence the problem of administrative cost is much more urgent. So I think the only fundamental way to an effective control of administrative cost is to thoroughly change the economy and social under-development of minority areas, and finance aid is needed to the minority areas. The most important way is to increase the financial transferring payment to the minority areas, by this way to lessen the finance gap between the minority areas and non-minority areas, to provide finance safeguard to the economic and social development of minority areas. The effect analyzing mechanism,personnel controlling and supervision methods should be attached as subsidiary measures to an effective control of administrative cost.
