Research On Policy Of County Government To Network Group Incidents

In recent years,along with the transformation of economic society and penetrating process of innovation and open policy in China,varies of social contradiction emerge continuously.As the group events in county-level grow,some pose serious threat and impact on production and living,as well as pressure on construction of the government credibility.Being an important bridge to masses and core of solution,county-level government should adapt the most rapid and effective way to minimize the negative impacts,maintain social harmony and stability and enhance government credibility while group event occurs.However,the rapid development of the internet has brought unprecedented challenges to county-level government in dealing with group events,in most which the internet takes a role of transmutation and motivation.Smartphone has become the main tool for interaction for its popularity and technology-driven.With the application of communicating tools such as Wechat,microblog and QQ,proper guidance for public opinion become difficult as it spreads in bounded circle and severest speed.However,the public opinion in network could be strongly deceptive,specious and obsessed with novelty making it easily and more likely for the public to accept and spread,thus causing much destruction.Facing with rapidly changed internet society,it is becoming inadequate for county-level government in giving positive guidance in group events as the difficulties grow.From the perspective of county-level government,this paper deals with research of the current situation of internet group events,studies and discusses he deficiencies and problems of county governments in managing internet group incidents by case studies.Then,the paper puts forward some suggestions in six aspects including improving the capability of county-level government in dealing with internet group events,building sound information communication platform,applying effective countermeasures,establishing complete channels for the expression of public opinions,and adopting all-round follow-up management strategies.
