A Study On The Organization Of The Communist Youth League In Managing The Youth Public Affairs In The New Era

At present, China is just in the transitional period, many social problems areemerging unceasingly along with the rapid development of the economy and the suddenvicissitude of the society. It has become an urgent matter at the moment of thegovernment to strengthen the social management、resolve the social contradictionsand solve the social disputes in the condition of the relative lag of the social managementsystem.. Especially for the large groups of youth, how to solve the problems about themultiple and growing interest demands, how to manage youth public affairs, whichhas been given more and more attention by the government and society.In this context, the Chinese Communist Youth League, who has been undertakenmuch of the youth work, is now changing it’s traditional single-function model tomodern multivariate model, which covers political functions, economic functions andsocial functions. Participating in social management and public services has becomeone of the important functions of the Communist Youth League Organizations. Howto assist the government in the management of youth public affairs, and consolidatethe youth foundation of the ruling party, has become a new topic for the CommunistYouth League Organizations.The first part is an introduction about the background, content, meaning, purpose, and research methods, which provides the theoretical basis and reference for thisstudy. The second part analyzes the current situation about the management ofdomestic youth public affairs. The third part introduces the status of the CommunistYouth League of Chongming County in the management of youth public affairs,including the operation conditions, the new situations and the main work andexisiting problems. The fourth part puts forward to the countermeasures about theproblems and causes, summarys the systems and avenues to establish and improve themanagement of youth public affairs in the new era. The study proposes that leagueorganizations should deeply check our own position, properly handle the relationshipbetween society, youth and government, maintain a positive，advanced and creativestate. It should also focus on the youth work, assist the Government to manage theyouth public affairs, especially in the parts of ideological and moral quality, youthlivelihood security, youth voluntary service and the rights and interests of youth. It’san important assignment to improve relevant policies and optimize the serviceenvironment, so as to perfect the management of the youth public affairs.This article aims to show the humanistic care for the youth of the CommunistYouth League through the study of youth management in public affairs.
