Study And Countermeasures Of Rural Mass Affairs Based On New Rural Construction

Recently, The CPC Central Committee put forward a series of new ideas, new requirements, new conclusions, institute a series of strong policies, implement a series of effective measures, to support the development of agriculture. The Plenum of the party put forward new rural construction in October 2005. It is a major strategic decision to our country. New rural construction is a grate goal to China's modernization, establishment of the harmonious countryside and the harmonious society. Provinces, municipalities and counties had responded positively and implement effectively this policy. At present, the landscape of China's countryside has been greatly improved, in result from the new rural development. However, with the accelerated pace of new rural construction, form some new rural stakeholders (farmers, county, township government, village committee, etc.).The inconsistency between the prominent contradictions and the interests of stakeholders, which caused frequent incidents of rural populations, and these incidents interfere with in the people's normal life, work and social order, even in some areas had caused social instability and the hinder to the process of new rural construction and other objective facts.The qualitative research and the literature study and theory from political participation was used of in the paper to analyzes the causes of the rural Mass Affairs based on new rural constructing of the appearance of rural Mass Affairs. Put forward the corresponding countermeasures and suggestions to resolve the rural Mass Affairs,. There are five parts in the paper:The first part introduces the background and significance of the research, the literature review, the theory tools and methods, and the innovation points and deficiencies of this paper. The second part, introduces the concept and content involved in this study, define the nature of mass incidents in rural areas, types and hazards.The third part, describes the construction of new rural status of the rural Mass Affairs.The fourth part, analysis the causes of the incidents of new rural Mass Affairs. The fifth part, for the causes were researched in the fourth part, puts forward six countermeasures and suggestions.Some countermeasures and suggestions to rural Mass Affairs based on new rural construction were put forward in the paper,such as, improve the administrative supervision of the system of the primary governance, speed up improvement of security system of rural society and improve the credibility of people to primary government, put forward scientific demand channels of the interests of farmers, implement the primary democracy system of farmers, improve the ability of work of the grassroots government.
