With rapid change and development of socioeconomic formation, all sorts of social problems accumulating over a long period show up and so rural mass incidents occur frequently. It is thought that the frequent occurrence of rural mass incidents roots in the weak social capital of rural local government after analyzing characters and causes of rural mass incidents in this study.Basing on literature search, social capital of rural government is quantified and evaluated from five aspects, trust, cohesion, right of information, tolerance and reciprocal, and quality of officer in this study. Data for analyzing are all derived from questionnaire survey taking peasants as samples in rural area of Jiangsu, Zhejiang and Shandong. Linking with the characters of rural mass incidents, reasons for weakness of rural local government is discussed as primary study. The reasons are, rural local governments infringing on peasants'rights, and ignoring peasant'interest appealing which makes social-network between peasants and rural local government worsen.After empirical research and literature search, it is found that in order to controlling and preventing rural mass incidents, we now need to construct a benign interact social network between peasants and all levels of governments, increase mediums to satisfy peasants'talking demand, enhance rural local governments'social capital, strengthen social cohesion and harmony, and finally improve social quality. The ways are, conducting a third-part-participation mechanism to extend peasants' interests-appealing channel, increasing channels of communication between peasants and rural local governments to stop administration corruption, enhancing rural local officers' individual social capital to establish the foundation of emotional identity when communication occurs in social networks.
