At This Stage Of The Management Of Village Affairs "sunshine Project" Construction

Based on the experiments of "Sunshine Rural Affairs Project" conducted by the country in selected Chuzhou city of Anhui Province in 2010, in combination with the writer's abundant first-hand material and experience accumulated in the process of making policies, conducting research and investigation and doing the work over the year, this paper puts forward that "Sunshine" model for rural affairs management should be policy-making management covering various countryside administrative affairs and standard operation of rural assets, capital and resources and rural affairs management supervisory system characterized by the trinity of control, supervision and post performance evaluation and accountability of the two points mentioned above.This paper is composed of five parts. The first part is the introduction, mainly introducing the reasons and background of the selected topic as well as the status quo of the research in China and the writing methods and innovation of the paper. The second part focuses on the supportive theories of the paper, which include the theory of people sovereignty, citizens'right to know the truth and government information publicity. Part three makes a summary and analysis of the status quo of the present rural affairs management and puts forward its significant relationship with the construction of a clean and honest government and working style of the Party in the rural areas. In part four, the author sums up "Sunshine Rural Affairs Project" conducted in selected places in Anhui Province and makes analysis of the actual work in some selected areas. Part five points out the realistic significance of the construction of "Sunshine Rural Affairs Project", assuming that it offers a forceful political guarantee for promoting the construction of new socialist countryside. Base on this point, the author puts forward the body of the paper, namely the sunshine countryside management system with the starting point of implementing countryside fellow's right to know the truth, to participate, to make policies and to supervise and regulating acts of rural cadres as the focus and system construction as the key and being democratic and open as the means and supervision and management as the handhold through the construction of the five projects, namely, streamlined management of countryside affairs management, implementation of principal-agent of the collective rural assets, capital and resources, establishment of countryside affairs supervisory committee, implementation of the agent of letters and visits in villages and establishment of inspective and supervisory studio in villages and towns.
