China and Vietnam are neighboring countries. Due to the special relationship in the history, Vietnam had been governed by Chinese feudal rulers or existing as a dependent country. It has been a long history since Chinese migrated to Vietnam. The relationship between the two countries had been up and down for a long time. The situation of Chinese in Vietnam changed with the policy of Vietnam on Chinese. In recent years, along with the rapid development of the relationship, a large number of Chinese new immigrants into Vietnam, for Chinese and overseas Chinese character, country policy which affect their social status and even the survival and development of the crucial factor, simultaneously also is often caused by Chinese identity the major source of confusion.After the Cold War, with the recover of the Sino Vietnamese relationship, another upsurge of the research on Chinese in Vietnam appeared in the academic circles. But during the time mentioned above, the research concentrated on the living situations of Chinese in Vietnam and analysis of the Vietnam policy on Chinese from World War II to Cold War. There was little research on the living status of Chinese in Vietnam after 21st century and even less research on the policy which influenced such living status.This paper is going to analyze the policy of Vietnam on Chinese after Cold War, find out the deep reasons for the policy changes, reveal the insufficient parts of the policy, predict the future prospect of the policy of Vietnam on Chinese as well as their living and developing. More study of the policy of Vietnam on Chinese can provide reference for China to handle the relationship between migrants and native residents:migrants as well as the native residents can play a positive role in the society and at the same time the contradiction and conflicts can be dealt with properly.There are four chapters in this paper.Chapter 1 is going to introduce the changes of the Chinese policy of Vietnam in the history, from Feudal ruling period to the Cold War by periods. Chapter 2 emphasizes on the background and reasons for the adjustment of the policy of Vietnam on Chinese after Cold War. And this chapter will analyze from domestic reasons, pressure from globalization and informatization, influence from Sino Vietnamese relationship and Vietnam as a member of ASEAN (the Association of Southeast Asian Nations).Chapter 3 will mainly discuss the main contents and characters of the post- Cold War policy of Vietnam on Chinese. The contents will be basically referenced to the government documents, speech made by government leaders, related websites and previous literature. The characters of the post- Cold War policy of Vietnam on Chinese will be compared in two different ways:one is to compare it with the policy before the Cold War and from which find out the reasons for the change and the impact on Sino Vietnamese relationship; another is to compare the policy in Vietnam with policies in other countries in south Asia and the reasons for the differences and the impact on relationships between countries.Chapter 4 is mainly the evaluation and reflective thinking of the the post- Cold War policy of Vietnam on Chinese. By investigation into the political, economical, cultural and educational living situations and other social activities of Chinese people in Vietnam, I will analyze the challenges of the policy of Vietnam on Chinese after Cold War and predict the survival prospect of Chinese in Vietnam, and further rethink the significance of the results can be learned to help China to formulate policy toward overseas Chinese affairs and handle national relations.Conclusions will be drawn after the four chapters.
