To maintain national security has always been regarded as the first goal and the fundamental interests of national development. National security includes political safety, homeland security, military security, etc. To maintain national security relationship is to maintain national security interests, which equal to maintain national relations among countries. For the interests relationship is different according to different countries, therefore, the security relationship is also different.Usually traditional security means that nation security face with threats, such as foreign invasion or hostile deterrence. The traditional security emphasizes the conflict between countries, mainly coming from the military threat. After the Cold War outbreak in 1947, the international system was been changed, the formation of the Soviet-led socialist camp became contrast to the US-led capitalist camp bipolar pattern. In the period of Cold War, traditional security is the best manifestation of international security relationship.The two countries, Vietnam is the neighbors of China by a strip of water, enjoy a long history of contacts. On this stage, the formal diplomatic relations between China and Vietnam was established in 1950, and the south area of Vietnam liberated in 1975. The invasion of France and the United States made Vietnam losing its national independence, which made the country hard to united, meanwhile, Chinese national security is under threat. From the perspective of geopolitical relations, the national security interests and proletarian internationalist, democratic republic of Vietnam was aided and supported by China. During the 60 s and 70 s, with the international pattern changes, especially changes of the existing situation, the safety of the stable relations between the two countries changed from stable development to the conflict of opposites, which need to be thought for both two countries. To China, as a socialist country which not only fulfill general functions, maintain the country’s sovereignty, territorial integrity and safeguard the fundamental interests of the state, to protect the power of the survival and development of its citizens but also insist on adhering to the socialist political system and values. For Vietnam, in the face invasion of France and the United States the maintenance of national security is the primary task. During the Cold war, many other factors like the changes of geopolitical relations, the international situation and two countries which facing with the environmental security and security pressure led to increasing significant change between the two countries, the contradiction of the security relations between two countries gradually become into the open, sharpening.
