Along with the economic development and the awakening of the public awareness of political participation in our country, the responsible and service government construction is imperative, because people show more appeals to the administration reform and the demands of the transformation of government functions. The resignation system of leading cadres both in CCP or government came into being in the background of "SARS" which promoted the system standardization, legalization and institutionalization in 2003. Resignation is the "blame" leading cadres who undertake political responsibility and moral responsibility admit his mistake and eventually quit the corresponding post behavior. In foreign countries, the resignation of the civil servants has become an exit mechanism, and the way of this political practice style is clearly difficult to implement in our country. The resign institutionalization has important significance to perfect the cadre and the personnel system, enhance the image of government responsibility, improve the overall quality of the civil servant, reform the supervisory system and cultivate a good political culture.But the present stage of the resignation system is still not perfect: not only appears in the system standard deviation, but also in the implementation of the system also faces enormous obstacles. This paper analyses the development process of resignation of China and the origin to present status of foreign country through literature research by inquiring, gathering a large amount of information and data. At the same time using comparative research methods, the domestic resignation situation and the practice of the foreign; the regulate extent and different implementation in all provinces within China; the central law and local regulations all shall be compared. Exploring the reasons that make great obstacles to the resignation of institutionalization: the unique cultural factors, institutional environmental factors, the system defective factors.on the basis of foreign experience, I propose the path choice to make contribution to the system construction of the institutionalized resignation. There are two sides of every theoretical study. One is the pure theoretical research services, namely establishment of discipline system, laying the foundation for the development of the subject. The second is to practices service. The innovation of this paper in both theoretical elaboration, and has plenty of empirical research. As follows:I:Theoretical origin research of resignation. First, the resignation is a form of administrative accountability, this paper provide theory for resignation system establishment which delve into its legitimacy source for resignation system from of sovereignty from popular sovereignty, responsible government theory and theory of government services.Second, the paper also explores the resignation of its own history and development process in foreign countries.II:Empirical Study. On the one hand, researching the development process of the institutionalized resignation according to official laws and regulations ordered in time. On the another hand is also the most important feature of this paper, a large number of Sino-foreign resignation examples are used throughout the text to further verification and guide the construction of theory.
