Research On Institutionalization Development Of Socialist Deliberative Democracy

The 18th National Congress of the Communist Party of China proposed to "improve socialist deliberative democracy system". Based on this, the Third Plenary Session of Eighteenth Central Committee emphasized we need to "promote wide, multi-tiered and institutionalized deliberative democracy", these are all major innovation of Communist Party of China to socialist democratic theory, and it point out the direction for the further development of socialist democratic politics in our country. With the deepening of China’s political system reform, the process of building socialist deliberative democracy system is also constantly accelerating. In the process of socialist deliberative democracy development, how we figure out its basic nature, how to treat the problems exist in the development process, and how to make it keep its own dynamic process when in advance with times, these are not only theoretical but also realistic problems that we have to answer when develop socialist deliberative democracy system currently.This article studies the socialist deliberative democracy from "institutionalization" hierarchy, make connotative definition, history retrospect, and on this basis to discuss the development path of socialist deliberative democracy institutionalization. In Chapter II, the article holds that the socialist deliberative democracy has experienced more than 60 years of exploration and development, and also has made great progress, however, there are still many problems when it’s institutionalization is in practice, for example:the form of deliberative democracy is imperfect, system and mechanism of consultation is unsound, protection of deliberative democracy institutionalization is not powerful enough.Based on the spirit of "promoting wide, multi-tiered and institutionalized consultative democracy", the article discusses how to promote socialist deliberative democracy institutionalization development. In Chapter III, it proposes to strengthen the top-level design of institutionalization of socialism deliberative democracy, further improves the consultation system in People’s Congress System, insisting on combining deliberative democracy and electoral democracy, and meanwhile to develop political consultation system which regards Political Consultative Conference as main body, improve thematic consultation、counterpart negotiation、sectors consultation、proposals for consultation and some other system, especially to give full play to the role of CPC in People’s Congress System. In Chapter IV, it starts from development acting point of socialist deliberative democracy institutionalization, analyzes deliberative democracy during government management at first, thinks that improve the institutionalization construction of government deliberative democracy,we need to improve the government’s consultation and decision safeguard mechanism, to improve government information publicity system, to standardize the decision-making hearing system etc. And secondly it points out that if we want to construct grass-roots deliberative democracy, we have to actively develop social organizations consultation, cultivate citizen consultation, and innovative the form of grass-roots deliberative democracy, so that to keep grassroots deliberative democracy toward direction of institutionalization...
