Studies On The Institutionalization Building Of Rural Deliberative Democracy

The topic of this paper is to study the institutionalization building of rural deliberative democracy.On the one hand,the reason to take this issue as the research object is the third and forth plenary session of the party’s 18 th national conference and 18 th national conference’s deployment and specific provisions on the development of deliberative democracy,especially those on deliberative democracy at the grass-roots level,which need to be explained and deepened theoretically.On the other hand, it is also because today our villages have created many good practices of deliberative democracy.What should we do to make these practices more stable,more long-term,and more durable operation,and achieve the goal of the institutionalization development? The answer not only needs the democratic practitioners’ efforts at the grass-roots level,but requests powerful theoretical guidance form the academic circles in a timely manner.So,to study the institutionalization building of the rural deliberative democracy in further depth,the theoretical analysis and the empirical research are essential.Specifically,the paper is divided into three chapters,except the introduction.The introduction mainly includes topic background and writing significance,research status at home and abroad, possible innovation and reason to choose the cases,etc.The first chapter mainly writes about the connotations and necessities of the rural deliberative democracy and its institutionalization,to lay the theoretical foundation for the following.The second and third chapters are the focuses of this paper.Combined with two different levels of institutionalization of democracy discussion on budgeting in Xinhe and villagers communication in Xiangshan, the second chapter demonstrates there are two major problems in the institutionalization building of the rural deliberative democracy,including vague rules and weak execution.And this part analyzes the causes of the two problems,which lies in the paradoxical affects of political elites,the poor and superficial ideas of system and the obstruction from vested interests.Based on the above,the third chapter is mainly about the paths of institutionalization building of the rural deliberative democracy,including improving the idea of system,perfecting the relevant rules,connecting the existing system and promoting the protection mechanism.
