The phenomenon of population aging has become a worldwide unstoppable development trend. In our country, the number of elderly population is increasingly large, so the Pension issues have become increasingly prominent. The growth of the population will lead to the increase of the daily life care. As the modern changes in family structures and values, the function of the traditional family support continues to weak. Moreover, socialization endowment organisations, both in quantity, service organization scale and service quality is very limited. Under the influence of traditional concepts, the majority of the old people wish to live in their own home, so the nursing function of the organized community is limited.Community home care service is all-around, it takes the elderly all aspects of life into account, including both materialand mental.This article first analyses the background of family pension and the institution endowment problems, then based on the several major city endowment to analyse the existing problems of the current community service. Combining with the western developed countries experiences of basis, the actual situation in our country, proposes the establishment of a unified community security service system suggestion, and put forward the corresponding countermeasures, so as to gradually improve the old people's living conditions and the quality of life.
