With the rise of new public management and the arrival of economic knowledge age, the establishment of high performance gaveenment has been the imporntent tanget of the government reformation, which requires high level of the human resource management. The training is an important way to improve the capability ofcivil servants. Therole of civilservant training has become strategically significant toimprove the competitive capacity for the government.The ercruit system for the civil servants is becoming perfect, many excellent talents enter the governmet. How to develop the proficiency of the new civil servants into maximum is the imporntant task. As the part of the civil servant training system, the training for the new civil servants is becoming more ang more important. but, it isn't attached much weight, it has a lot of problems, which effects directly the effectiveness of civil servant training.This paper takes Qingdao City for example,analyzes the current situation of the training for the new civil servants and discloses the existing problems.According to these problems, based on the international advanced training theories ang experiences,this paper gives some advises to improve the training for the new civil servants:in general,the governmengt should establish and improve the acts and rules of the new civil servants training;possess correlated consciousness;improve the new civil servants training regime;in specific,it is necessary to enhance the analysis of the requirements of the new civil servants training;work out and carry out the training plan according to the requirement analysis;improve the assessment of the new civil servants training.
