With the development of the economy and society,the function of the government has been further transformed,and the efficiency of government management has been continuously improved.Therefore,all the civil servants become the performer of government power,assuming the functions of government administration.This group is attracting more and more attention,the demand and the expectation for them is going higher and higher.Since the national civil service interim regulations in 1993,the country has been more and more invested in the training of the civil service work and promoted grass-roots civil servants training work ongoing in-depth from all aspects.So the executive ability and comprehensive quality of civil servants have been greatly improved,their professional knowledge and skills have been effectively expanded,which is the basis for public service and efficient government reinforce.Since the "civil law" has promulgated in 2006,the training of civil servants has attracted more and more attention,the quantity and quality of the civil servants in the minority areas have been greatly improved,all kinds of training work have been carried out orderly,which let the local civil service management level and basic quality fulfilled a qualitative leap.Nowadays,the level of government administration is higher.With the implementation of the policy of "three Districts and three Prefectures" the government's service work in minority areas has been in need of higher requirements.The government's management and service work should keep pace with the times.The "13th Five-Year" administrative organs of civil servants training program(2016)and other laws and regulations provided a basic legal guarantee to the grass-roots civil servants,which assure the laws and norms in minority areas of a progress.Under the new situation,in order to improve the comprehensive quality and working ability of the grass-roots civil servants in minority areas,it is vital to constantly improve the work of civil service training and establish a sound training system for grass-roots civil servants.I took the training of civil servants working in northwest minority areas as the research object and summarized the domestic and foreign research findings with documentary research method.On the basis of this,I did effective research on the civil servants training status in Gannan Tibetan Autonomous Prefecture.This paper analyzes and summarizes the general problems reflected in the training process,investigates and summarizes the training needs of civil servants in the new era,and puts forward some countermeasures and Suggestions for the training of civil servants in gannan region based on "problem-oriented”and "demand-oriented".At the same time I analyzed and concluded some problems appeared in the training and put forward some measures and suggestions for the problems in the training of civil servant in Gannan,such as lagging behind in training concept,less investment,lack of effective network training,lack of necessary training needs analysis and imperfect training evaluation system.The paper aims at providing some references for improving the quality and efficiency of civil servant training in minority areas,further improve the quality and ability of civil servants in minority areas,improve the image of civil servants and finally enhance the government's working efficiency and governance capability.This research is divided into five chapters:The first chapter mainly introduces the research background,the significance of this study,The domestic and foreign research on the training of civil servants and the methods of this research.The second chapter defines some related concepts,and focuses on the human capital theory,competency theory and learning organization theory,which provides the theoretical basis and analytical framework for the paper.The third chapter summarizes the existing problems in the training of civil servants in Gannan and analyzes the reasons for their existence through the questionnaire survey and interview.The fourth chapter,based on the idea of precise training,summarizes the multiple training needs of Gannan civil servants and provides a basis and reference for training work innovation through empirical investigation.The fifth chapter,based on the above analysis,explores the training strategies suitable for minority areas,innovates training ideas,improves training methods,precisely ascertains training needs,improves training evaluation system and training incentive mechanism,and improves training effectiveness and the public administration efficiency.This paper explores the characteristics of training strategies suitable for ethnic areas from the aspects of innovative training idea,improving training methods,precise positioning training needs,perfecting training evaluation system and training incentive mechanism,so as to improve training effect and improve public administration efficiency.
