The Problems And Countermeasures Of Disabled Persons Welfare Foundation Management

Since the Reform and Opening up, the whole society has been paying more attention to disabled persons and has achieved great progress in the cause for disabled persons. But because of the low starting point and weak foundation, the life of disabled persons is still lagging behind the economic and social development. There is a big gap between the life quality of disabled persons and the average life quality of the whole society. As the weakest group of the society, the disabled persons are facing a severe ordeal. In the new historical conditions, helping those disabled person to get rid of poverty and integrate into the society better has significant meaning for building a socialist harmonious society in China and the sustainable development of the economy and unity of the country.A large portion of the disabled persons are leading a poverty life out of 83,000,000 disabled persons. To solve problems of such large weak group, funding issue has become the top priority of developing the cause for disabled persons. Disabled Persons Welfare Foundation came into being as a non-profit organization in order to raise funds for them, to help poverty disabled persons, to promote and develop the cause for disabled persons. Though as a new thing, it plays a positive role in advertising and developing the cause for disabled persons, there stands various obstacles and confusions in running and managing it. For example, there is no clear social role identification and social responsibility location for Disabled Persons Welfare Foundation; the organization network and internal management is in disorder; most of the Disabled Persons Welfare Foundation are weak in raising funds and not able to maximize their function; the credibility of Disabled Persons Welfare Foundation is severely affected by frequently occurred deregulation operations caused by lax oversight etc. How to address these challenges for Disabled Persons Welfare Foundation in China? What policies need to be made to inspect and support these Disabled Persons Welfare Foundations? What road should we follow that is truly suitable for these foundations? These are the questions we need to solve in developing the cause for disabled persons. The domestic academia is lack of research results in this field, and there is a bad need for conclusion and sublimation of theories and practical experiences in this field.Therefore, this paper aims to analyze the current difficulties faced by Disabled Persons Welfare Foundation from the point of view of a social worker for disabled persons by taking the Disabled Persons Welfare Foundation in Jinan province as an example. This paper also concludes the policies that are suitable for Chinese Disabled Persons Welfare Foundation by combining advanced management experiences of international disabled person foundations and domestic situations. For example, this paper suggests strengthening the operation of the socialization and marketization of the foundation funds raising-multi-channel and multi-level the funds raising of Disabled Persons Welfare Foundation; this paper also suggests strengthening the cooperation with other non-profit organizations to make the foundations more professional and systematic; try poverty relief base for poverty disabled persons, try to support them in starting new business, establish long-term mechanism for supporting disabled persons, all of which are innovative.
