A Case Study Of Promoting Seriously Disabled Persons To Participate In Pension Insurance Of Chengdu

Since twenty-first Century,China has gradually accelerated the pace of aging,as an important part of the government’s livelihood project;the problem is particularly grim pension.Due to the impact of long-term China two RMB in urban and rural areas,the difference between the various regions of Chinese economic level greatly,resulting in some areas of the protection of limited resources,and in severe disabilities as the most vulnerable part of the population,the scarcity of resources will greatly affect the living environment,greatly affected the fairness of social Chinese.Although the Chinese government has issued a series of positive pension policies and achieved very good results,but for the special groups in the pension community,the problem is still a problem for the elderly.In a special group,the majority of the total loss or loss of the ability of the elderly to severely disabled pension problem is more severe.How to make severe disabilities spend an old age,a sense of life to the construction of a harmonious society is a problem urgently to be solved.With the gradual strengthening of the severely disabled people’s attention,it began to enjoy the old-age insurance age will gradually advance,with the attention of the disabled has been continuously strengthened,rescue plan for the disabled and the strength of Chengdu city has been improved,as of 2015,Chengdu city pension insurance subsidies for the disabled people over the age of 60,the proportion of subsidies by 60% to 80%;and the city of Chengdu in the year 2015 disabled subsidies investment reached 13 million RMB,compared to last year,increased by 32%,more than five years ago,the data doubled.In addition,the Chengdu municipal government pension for the disabled is very severe attention,formulated to promote the implementation of the severely disabled persons to participate in old-age insurance policy in 2014,the implementation of the policy by the audience and the masses alike.This paper mainly uses case analysis and on-the-spot investigation method,through the extensive literature search and reading,to Chengdu city to promote the severe disabled people to participate in old-age insurance policy for a detailed explanation,and made an on-the-spot investigation on the effect of implementation and implementation process.Through case of the implementation of the promotion of severely disabled persons to participate in pension insurance of Chengdu city in 2014 are analyzed in detail.The analysis and the measure result is discussed and its three typical application factors and existing problems,and put forward the implementation of aid in special groups,the fairness of the implementation process of making and the policy should pay attention to policy formulation and implementation,and referring to Chengdu city to participate in severe disabilities to participate in pension insurance policies,put forward meaningful conclusions,pointing out that the policy design should fully consider its fairness,full-time organization implementation of a clear policy is an important guarantee for the implementation of the policy,and actively mobilize the masses to supervise the implementation of the policy process.This study can promote the implementation of this initiative in Chengdu,and to provide reference for other regions of the country to develop relevant measures.
