The civil service represents the image of our government departments, along with economic development, the existing civil service incentives, especially for new areas of technology-based social security card project incentives for civil servants, can not meet the system requirements, impact on the civil servants of their initiative.Here it is necessary to establish and improve an effective civil service incentive mechanism to mobilize all possible incentives to improve the civil service initiative, enthusiasm and creativity to maximize the potential of their work to improve its efficiency, so that work objectives are achieved.This paper uses a variety of research methods, report cards based on the Y City, the project status of technology-based incentives for civil servants to investigate the issue in the analysis on the basis of its existence, to find out the root causes of problems, combined with practical, specific conditions, referencea variety of incentive theory, the corresponding countermeasures and suggestions.The main idea is as follows:The situation analysis, conduct a comprehensive, systematic survey, according to survey results, discussed from three aspects, namely technology-Y City to establish the significance of the civil service incentive mechanism to explain the technology-based meaning of the civil service incentives, Y City, social security card projects discussed technology-based incentives to establish the importance of the civil service, based topic to start laying the groundwork.Second, Y City, at this stage of the civil service status of incentive mechanism.
