Since the Chinese economic reform, our national government has been conducting multiply the reforms of organization and reforms of personnel system. The management of civil servants those have dismissed from the system government is the weakest link. Especially those dismissed abnormally, due to the policy and law are still not in place, they are easy to become social vulnerable groups after they are dismissed from the system of civil service, even can not enjoy the right of citizen. With the quantity increase of dismissed civil servants, it is becoming more urgent to study and resolve this problem. This problem appears due to the normal theory of authority restriction and the official-oriented thought in the culture of traditional official system and so on. In order to resolve the above problems, suitable policies and solutions have been introduced locally in our country, which contributes to the explore of improvement of abnormally dismissal system.On the basis of this, combining the domestic&oversea practical experience and solutions, integrating the current resource, further carrying on the study of theory and improving the details, Paying attention to the principle of unity of People-oriented and insistence of citizen right&duty, clearing up the relative relationship between government and citizen, putting forward the plan to set up suitable social security system for abnormally dismissed civil servant from the view of short-term, middle term and long term, to provide theoretical support for the system of abnormally dismissed civil servant, to improve the study of system of civil servant dismissal.
