As the earliest industrialized nation and the earliest nation to build the law on prevention and cure of water pollution, UK has paid an immense environmental price for the development style of"polluting before administering"which brought about the pollution of drinking water and various diseases raged through the nation. Therefore, UK began to put a lot of attention to protect the drinking water. Compared with China, UK emphasizes on protecting the quality of drinking water, and the law on drinking water in UK is more reasonable.From the history of the law on protection of drinking water, it can be seen that the relationship between the law on protection of drinking water and the law on prevention and cure of water pollution is hard to divorce and forced to divide step by step. The process is based on three aspects: the demand to the quality of water source between the two laws is different; the law on prevention and cure of water pollution goes on to the law on drinking water from the process of the development of two laws; the administration of the two laws has been becoming more and more reasonable as the result of the establishment of the system of laws on drinking water. A series of new measures that includes the emendation of drinking water acts, placing emphasis upon a new kind of development style, harmonizing and monitoring the relationship between human beings and environment, were adopted by UK to improve the system of laws on drinking water. Also, the division of work between regulatory bodies and improved governance mechanism has promoted the development of laws on drinking water in UK.From the experience of laws on drinking water in UK, a series of measures which include the constitution of stands on the quality of water source and drinking water, prevention and treatment to the pollution of ground water, protection to the source of underground water, establishment of water utilities, the implement of laws on cleaner production to safeguard the provision of drinking water, constitution of specialized laws on drinking water, completion of institution of water regions and establishment of institutions on regulatory system should be adopted to make the system of laws on drinking water in China more harmony and scientific.
