Research On Function Of Government In The Regional Innovation System

Under the circumstance of economical globalization, the level of regional innovation has become the key element of today's economical competition. As one of the most important parts of regional innovation system, the government is not only direct participator, but designer, also is the subject and object of innovation. Based on the situation that China is now being through a period of economical revolution, government to some extent functions as the market system. This is why we should take a serious look at the ability of economical control. So, it is vital for regional economics to give a deep research on the effect of government in the regional innovation system.On the basis of study on technical innovation theory and national innovation system theory, this paper places great energy on discuss provincial construction of regional innovation system; the two of them converges to one point because the construction of economical region in this paper is based on administrative region. After research on the relationship among the factors in regional innovation system, we could find details of the effect which played by government in the construction of regional innovation system. After analysis on relationship among the innovative factors and creation subjects in innovation system in the construction process, we could solve the problem of connection among all those regional innovation subjects. This would make regional innovation system a comprehensive system in order to realize swift and effective sustainable development.Based on all above, after research on large amount of material, we give comparative analysis on those like developed innovative model in the world like the Silicon USA, Taiwan of China, Industrial park of Su Zhou from theoretical and practical level. The conclusion is as follows:first, the difference of economical level maturity which is depended by regional innovation system in different region makes the difference of positioning and behavior of regional governments; second, in the process of synergy creation among all those behavior subjects in regional innovation system, they function differently. Besides, they connect closely one another because the benefits that different behavior subjects pursue in regional innovation system, this is also why they have game relationship.Last but not the least, this gives analysis on the existing problems in the process of constructing regional innovation system which is conducted by Sichuan province based on the development situation of regional economics of Sichuan province. Then we could find the main existing problems and give some adaptive thinking and suggestions.
