Governmental Functions Yangzhou City Regional Innovation System

The rapid development of international trade and the rapid flow of capital on a global scale, promoted and accelerated the flow of knowledge and technology, the world economy is gradually showing a clear regionalization features.The concept of regional innovation systems since1992, has become increasingly drawn worldwide attention and in-depth research.Throughout the research status at home and abroad on regional innovation system theory, although more in-depth research in the field of economic and strategic level, technical innovation and a wide range, but the discussion on the behavior of local governments in the regional innovation system is fragmented, lack of systematic analysis and research.In this paper, the theoretical point of view of the system to analyze the structure of the regional innovation system, to understand the mechanism of interaction between its internal main especially the relationship between the government and the other main innovation and mode of action, for the positioning of local governments in the Regional Innovation system reasonable function to help.On this basis, the use of statistical methods in Yangzhou Regional Innovation System environment for quantitative analysis, pointed out that the problem persists, made an in-depth study on the development status of the main innovation in Yangzhou Regional Innovation System in Yangzhou local government to play a role in the regional innovation system discussed were focused on.In this paper, the method of comparative analysis against the regional innovation systems at home and abroad in the case of local government functions, summed up its functional position of local government in Yangzhou City Regional Innovation System reference.Finally, the regional innovation system is characterized in Yangzhou, draw perfect local government functions of Yangzhou.The features of this article is that the use of system theory to analyze the relationship between the main body of the Regional Innovation System, the use of statistical methods for Yangzhou,the current development of the regional innovation system actually obtained on the basis of investigation proposal to improve the function of government in Yangzhou City regional Innovation System, policy recommendations highly targeted and operability.
