A Study On Social Assistance Of Vagrants And Beggars In City

Considering the great changes have happened in China, the government is paying more attention to the development of social assistance, and social assistance for vagrants and beggars in city is one of the most important parts of social assistance system. Since《The Assistant Management Regulation》had worked for 6 years, the situation has changed a lot. However, many new problems are appearing with the development of human society, and the system is badly needed to be improved.The author collected some useful material and analyzed them in two ways——qualitative analysis and quantitative analysis. The result shows us some problems, such as assistance inefficiency, low quality, lack of fund, lack of department cooperation and so on. Then the author pointed out for reasons:①related departments' responsibilities and rights are not fixed clearly;②it is hard to make sure who is the right person to be assistant;③assistance measures are not enough for vagrants and beggars in city;④dissemination of the social assistance system is not enough.After learning the experience of other countries on how to deal with the problem, the author tried to make a universal cooperated social assistance mode for solving the living problems of vagrants and beggars in Cheng Du. Use advantages of both governmental and nongovernmental assistance to deal with the problem, government is in charge of perfecting laws and related regulations, providing financial support, nongovernmental organizations like NGO,neighborhood community and other social working organizations are in charging of assisting and filling the gaps that government can not reach.
